Hugh was born in 1551 in Shropshire, England, the son of Nichlas Hotchkiss but his mother is unknown.

His wife is not known. They were married, but the date and place have not been found. Their four known children were Margaret (c1570-?), John (c1571-c1617), Sara (c1595-?) and Maria (c1597-?).
