William was born about 1752, the son of Alexander Penman and Jean Strang. The place is not known.
His wife was Janet Izat, who he married on 4 NOV 1774 in Airth, Stirlingshire, Scotland. Their seven known children were Alexander (1775-?), James (1777-?), John (1777-?), William (1785-?), Robert (1787-?), Marion Penman (1787-?) and Andrew (1794-1869).
