Charles was born about 1858 in Nova Scotia, Canada, the son of Elijah Phinney and Mary Elizabeth Foster.
His wife was Sarah Ella Phinney. They were married, but the date and place have not been found. Their six known children were Nina (c1876-?), Lulu (c1878-?), Frederick C. (1879-?), Earle (c1881-?), Jennie (c1883-?) and Leroy (c1885-?).
