Elijah was born in 1819 in Nova Scotia, Canada, the son of James Phinney and Mary Sproule.

His wife was Mary Elizabeth Foster. They were married, but the date and place have not been found. Their eight known children were Norman Henniger (1850-1919), Timothy (c1852-?), Abel Wheelock (1854-1903), Avard P. (c1856-?), Charles Wesley (c1858-?), William (c1860-?), Abner (c1862-?) and Zaccheus (c1864-?).
