James was born about 1775 in Nova Scotia, Canada, the son of Zaccheus Phinney and Lois Starrett.

His wife was Mary Sproule, who he married in ABT 1801. The place has not been found. Their twelve known children were Susan (1802-?), Martha (1804-?), Mary Ann (1806-?), Zaccheus (1808-?), John (1810-?), Eleanor Helen (1812-?), Hannah (1814-?), Lois (1815-?), Zeruiah (1817-?), Elijah (1819-?), Sarah (1820-?) and James (1822-?).
