Wallace was born about 1821 in Wilmot [Granville], Nova Scotia, Canada, the son of Levi Phinney and Ruth Gates.
His wife was Eliza Baker. They were married, but the date and place have not been found. Their four known children were Everett (c1840-?), Melbourne (c1842-?), Bertha (c1844-?) and Florence (c1846-?).
