D'arcy was born about 1814 in Nova Scotia, Canada, the son of Stephen Phinney and Jane D'Arcy.
His wife was Lavinia Harris. They were married, but the date and place have not been found. Their four known children were Arthur (c1835-?), Charles (c1837-?), Georgina (c1839-?) and Frank Burns (c1841-?).
