Perry was born in 1824 in Nova Scotia, Canada, the son of Isaac Phinney and Sarah Borden.
His wife was Miriam Wheelock. They were married, but the date and place have not been found. Their five known children were Herbert (c1845-?), Percy (c1847-?), Sarah (c1849-?), Agnes (c1851-?) and Charlotte (c1853-?).
