Note: That means he was the King’s appointed victualler and naval purveyor — responsible for requisitioning ships and supplies for the Crown during the early stages of the renewed Hundred Years’ War [Edward III’s campaigns resumed in 1369 after the short truce]. These “accounts of arrest of ships” were effectively the paperwork for early naval impressment — seizing vessels and provisioning them for war service. Only experienced royal officers were given that kind of duty.

Petitioners: John Cavendissh , citizen and merchant of London.

Name: Cavendissh , John

Nature of request: Cavendissh requests remedy from Manfeld, Paris, Haukyn and Horsman, who had the safekeeping of the sea from the King's enemies from Winchelsea to Berwick, since by their default the petitioner lost his ship and merchandises. His ship was loaded at Aberdeen with salted salmon and other merchandises worth £300, and came to Kirkley Road on the Monday before the Nativity of Our Lady then next where he found Manfeld, Paris, Haukyn and Horsman who had been there with their ships for over a week. Cavendissh asked if he could sail to London safely and was told that he could sail safely without fear of enemies because there were none. He was sailing towards London when various enemies of the King came and captured his ship and merchandises.
