Harvey was born on 17 FEB 1788 in Brandon, Vermont, the son of David Phinney and Theodocia Ambler.

He died on 18 FEB 1855 in Clymer, New York.

He had two marriages/partners. His first wife was Caroline Edson. They were married, but the date and place have not been found. They had no known children.

His second wife was Philander Knapp, who he married on 16 DEC 1813 in Phelps, New York. Their three known children were Theodocia (1815-1902), Laura (1817-1880) and Elizabeth Knapp (1819-1884).
