Hartwell was born about 1876 in Maine, the son of Earl A. Phinney and Nora Pently.
His wife was Florence Neal. They were married, but the date and place have not been found. Their five known children were Viola E. (c1896-?), Lillian J. (c1898-?), Marion E. (c1900-?), Merle F. (c1902-?) and Phinney (c1904-?).
