Truman was born in 1835 in Chardon, Ohio, the son of Hiram Phinney and Sophronia Baldwin.
He died in 1879 in Montville, Ohio.
His wife was Jane L. Rose, who he married on 19 MAR 1863 in Geauga Co., Ohio. Their two known children were Nelson Augustus (1864-?) and Jennie Augusta (1865-?).
