Philander was born in 1810 in Connecticut, the son of John Phinney and Lucretia Hyde.
He died on 25 FEB 1892 in New Milford, Pennsylvania.
His wife was Rebecca Brush. They were married, but the date and place have not been found. Their four known children were William B. (1843-?), Emma J. (1846-1885), Henrietta L. (c1848-?) and Edward T. (c1850-?).
