Isaac was born about 1794, the son of Ebenezer Phinney and Sarah B. Stuart. The place is not known.
His wife was Edie Merrill, who he married in ABT 1825 in Raymond, Maine. Their four known children were Orville (1826-?), Isaac (1829-?), Thomas Files (1833-?) and John Coleman (1837-1890).
