Elisha was born on 30 MAR 1737 in Swansea, Massachusetts, the son of Jonathan Phinney and Mercy Read.

He died on 18 JAN 1815 in Warren, Rhode Island.

He had two marriages/partners. His first wife was Jemima Treadwell, who he married on 5 MAY 1763. The place has not been found. Their only known child was Jonathan (1764-1779).

His second wife was Rebecca Peck, who he married in 1766. The place has not been found. Their eight known children were Aaron (1767-1787), Daniel (1768-1857), Benjamin (1771-1831), Jemima (1773-?), Elisha Peck (1774-1854), Rebecca (1777-?), Hannah (1779-?) and Nathan (1782-1802).
