William was born about 1746 in Barony, Lanarkshire, Scotland, the son of Walter Baxter but his mother is unknown.
His wife was Margaret Mitchell, who he married in 1777 in Barony, Lanarkshire, Scotland. Their only known child was Walter (1778-1855).
