Thomas was born about 1540, the son of Humfridus Hill and Alicia Bulkeley. The place is not known.
His wife was Elizabeth Dancey. They were married, but the date and place have not been found. Their five known children were James (c1565-?), Humfry (c1567-?), William (c1569-?), Rowland (c1571-?) and Johnes (c1573-?).

On the day of St Thomas of Hereford, bishop, namely the 2nd day of October in the year of the reign of Lady Elizabeth, by the Grace of God Queen of England, France & Irelnad, Defender of the Faith etc, the fifth, there came mutually assembl;ed all the burgesses of Much Wen;lock aforesaid & its Liberties by virtue of letters patent of the aforesaid court granted to the most noble ancestors by the said Lady Queen under the seal of England and by the oath of those whose names appear belowaccrding to the custom of the appointed burgesses of the town aforesaid, they elected the bailiff of the Lady Queen within the town, its liberties and franchisies aforesaid for this year following and other officials, namely the coronor, treasurer and six men.
