Newton was born in 1836 in Sackets Harbor, New York, the son of Darwin Erasmus Finney and Betsey Whitney Wright.

He died on 25 NOV 1910 in Annapolis, Maryland.

His wife was Josephine Elizabeth DuBignon, who he married on 17 APR 1860 in Brunswick, Georgia. Their three known children were Joseph Erasmus (1863-1931), Elizabeth Melton (1866-1867) and Felicite Amelia (1867-?).
