Levi was born about 1812 in Nova Scotia, Canada, the son of Stephen Phinney and Jane D'Arcy.
His wife was Jane Eliza Fales. They were married, but the date and place have not been found. Their four known children were Ellen Maria (1856-?), Frederick Arthur (1858-?), Charlotte Amelia (1860-?) and Stephen James (1862-?).
