Charles was born about 1835 in Nova Scotia, Canada, the son of Zebulon Phinney and Abigail Lovett.

His wife was Charlotte Van Buskirk, who he married in 1851. The place has not been found. Their six known children were Hannah Maria (1852-?), Otis King (1854-1914), Ida M. (1855-1915), Lewis Lindley (c1857-?), Susie A. (c1859-?) and Colin Campbell B. (1865-?).
