Simon was born on 8 APR 1826 in Gorham, Maine, the son of Benjamin Phinney and Elizabeth Sloper.
His wife was Mary Elizabeth Estes, who he married on 21 OCT 1856. The place has not been found. Their three known children were William Benjamin (1858-1904), Ella (c1860-?) and Harriet (c1862-?).
